Compression versus resizing
Compressing keeps the pixel dimensions and spends fewer bits describing them. Resizing reduces the dimensions themselves. For an image displayed far smaller than its native size, resizing first almost always beats compressing alone, because you stop paying for pixels nobody sees. The two combine well: resize to the display size, then compress to taste.
Diminishing returns and re-compression
The first pass removes the most with the least visible cost; pushing quality progressively lower yields smaller savings for rapidly worsening artefacts. Compressing an already-compressed JPEG applies a second lossy pass on top of the first, so repeatedly running the same file through will visibly degrade it. Always work from the best original you have.
